UEFA upholds Real Madrid's sanctions. What's going on?

Following the recent Champions League playoff round, Real Madrid found themselves in hot water with UEFA on two separate occasions. Los Blancos tried to defend their position, but European football's governing body saw things differently.
Details: UEFA's Appeals Committee upheld the decisions made by the Ethics Commission on April 4 (after the match against Atletico) and April 28 (after the match against Arsenal), thereby rejecting Real Madrid's appeals.
After the Round of 16 away leg, Antonio Rüdiger and Kylian Mbappé were both handed one-match suspensions with a one-year probation period, along with fines of €40,000 and €30,000 respectively. Dani Ceballos was simply fined €20,000.
Meanwhile, during the match against Arsenal in London, some Real fans were caught making Nazi salutes. For this, UEFA punished the club with a €15,000 fine and ordered the away sector to be closed for one match, suspended for one year. All these decisions have come into effect.
