Man United's ambitious plan seems almost unachievable. What's the issue?

Recently, the bosses of Manchester United declared an ambitious goal: to win the Premier League by the club's 150th anniversary in 2028. On paper, it sounds great, but the implementation of this goal has proven problematic.
Details: According to the Daily Mirror, the management of Manchester United is forcing Ruben Amorim to work with virtually "his hands tied behind his back" due to the poor state of the team and dire financial situation.
In such conditions, at Old Trafford, they are beginning to understand that Amorim will need more time to build the squad, something he himself does not believe. This, quite logically, makes the realization of the goal of winning the Premier League in 2028 very unlikely, if not unrealistic in principle. The dismissal of the Portuguese would not only cause dissatisfaction among fans but also lead to financial expenses.
Recall: Previously, Amorim stated that winning the Premier League by 2028 is quite achievable for the team.
