The main obstacle to moving the game to a safer location has been the stance of CONMEBOL. This year, the South American federation is responsible for organizing the tournament. CONMEBOL president Alejandro Domínguez previously turned down the chance to hold the match in South America in exchange for a "massive payday" from the Middle East. Now, the organization is cornered: the contract with Doha covers not just the game itself but an entire package of events as part of the Qatar Football Festival.
The legal aspects of the situation appear to be at a deadlock. If the match is moved, CONMEBOL would face tough contract termination clauses and massive penalties. That's why sports officials are stalling, trying to preserve the status quo for as long as possible.
With only three weeks left until the match, tensions are at their peak. The final verdict is expected no later than next week.
