The International Olympic Committee has allowed athletes from Russia and Belarus to participate in the 2024 Olympics under a neutral status, as announced on the organization's official website.

Russians and Belarusians can only participate in individual events, and team participation is not allowed. According to the IOC statement, they will only be selected for the Olympics through official qualification events. This means that additional qualification opportunities are not available.

The IOC also stated that as of December 8, 2023, only 11 "neutral athletes" who meet the criteria for participation in the 2024 Olympics have been identified, with eight holding Russian passports and three holding Belarusian passports.

In general, a "very limited number" of Russians and Belarusians will be able to compete in the 2024 Olympics. A "neutral athlete," like any other athlete participating in the Olympics, must sign a declaration supporting the Olympic Charter. The national emblems of Russia and Belarus will be prohibited, including the national anthem, flag, and other attributes.

Restrictions for Russians and Belarusians:

  • Compete as “Individual Neutral Athletes.”
  • Can only compete in individual events; team participation is not allowed.
  • Athletes actively supporting the war will not be admitted to the 2024 Olympics. The same applies to the staff of national teams. Athletes under contract with the armed forces of Russia or Belarus or other military formations will also not be admitted.
