Reports indicate that this decision was made following the expansion of the tournament to 16 teams. All four teams added to the competition failed to qualify through the regular qualifying rounds, but were the highest-ranked among those who also missed out. As such, the CAF Executive Committee deemed them worthy of inclusion in the tournament.
Previously, the following teams had qualified for the Women's Africa Cup of Nations: Morocco (hosts), Zambia, Tanzania, Malawi, Algeria, Nigeria, Ghana, Burkina Faso, Kenya, Cape Verde, South Africa, and Senegal.
