Details: According to Norris, he didn't fully understand the situation because Verstappen also left the track limits during the maneuver:

So if he’s going off the track, obviously he’s going too far, and he also gained an advantage doing what he did. But I don’t make the rules. I’m not going to complain about it. I think Max raced well, he defended well, and we had a good race together, but rules are rules,” Norris said in an interview with Sky Sports F1.
