Arsenal have strengthened very well recently at the expense of Manchester City players, signing Oleksandr Zinchenko and Gabriel Jesus, both of whom have taken root at the Emirates. This is the transfer policy the Gunners had planned to pursue in the future, but it seems that this will soon come to an end.

Fabrizio Romano has reported in a column for The Daily Briefing that City midfielder Bernardo Silva may indeed leave the team, but it is unlikely that his final destination will be Mikel Arteta's squad:

"Almost two years ago Arsenal successfully signed Jesus and Zinchenko from Manchester City, and now there is speculation in some publications that Arsenal will try to raid City again, this time in search of Bernardo Silva.

It's a shame to disappoint Arsenal fans who had high hopes for him, but to be honest, I have zero information on the Canaries and Bernardo so far. The amount of pay-off for the Portuguese is £50 million, but apparently Man City do not want Bernardo to stay in the Premier League and play for one of their rivals".

Recall, earlier it was reported that Silva intends to leave England in principle, as he is not suited to the local climate.
