Arsenal have put two players out on loan. Who is Arteta not counting on?

London Arsenal have announced a temporary farewell to their two players, who will spend next season on loan at other clubs.
According to the press service of the "canoniers", we are talking about defender Nuno Tavares and midfielder Albert Sambi-Lokonga. The first went on loan to Lazio, and the second next season will spend in Spanish Sevilla.
Both players have buyout options in their rental contracts. Lazio will be able to buy out Tavares for five million euros, but for Sevilla the amount is much higher. The buyout of Loconga's contract will cost the Andalusians in the region of 12 million euros.
Tavares has been playing for Arsenal since the summer of 2021, but he has only played 28 games for the Gunners, mostly appearing for other clubs on loan: Marseille and Nottingham Forest.
Sambi-Lokonga, who moved to the Emirates at the same time, met the same fate. He has been on loan at other clubs since January 2023, namely Crystal Palace and Luton.
