The Carabao Cup will use a new seeding system. What is the reason for the change?

In the upcoming season, changes will be introduced to one of the English football tournaments, the Carabao Cup, particularly concerning the seeding of top clubs.
According to The Telegraph, tournament organizers are compelled to adopt a new "seeding mechanism" to alleviate fixture congestion caused by the expanded format of the Champions League. Matches in the third round of the EFL Cup will now be spread over two weeks to further ease the tournament schedule.
The unprecedented scheduling chaos expected in the next season has already prompted warnings to clubs that they may be required to field academy players in Carabao Cup matches.
Additionally, the EFL is seeking compensation for its clubs following the decision by the Football Association and the Premier League to cancel all FA Cup replays. The organization stated that this decision is very upsetting and disappointing.
