Should it have been a penalty? The referee made a controversial decision in West Ham - Chelsea match

Chelsea comfortably defeated West Ham 3-0 in an away match in the 5th round of the Premier League.
The Blues were already leading by two goals by the 18th minute thanks to a brace from Nicolas Jackson. However, a rather controversial incident occurred in the 30th minute.
Chelsea defender Datro Fofana grabbed West Ham player Krisensio Summerville by the arm in the Chelsea penalty area, stopping the player's movement, after which his opponent fell to the ground. However, the referee did not award a penalty after consulting with VAR.
The VAR assistants deemed that it was not a prolonged delay. Therefore, it was interpreted that it was not a penalty.
After five matches, Chelsea has accumulated 10 points and risen to second place in the standings, overtaking Arsenal in real-time.
