It is they who will be given carte blanche in coaching matters: to keep or sack ten Hag, and in the case of the latter, to find a replacement for the Dutchman. Admittedly, due to disagreements over the settlement of Ashworth's move from Newcastle to Manchester United, the issue is hanging in the air, but when it happens, the club's governing body wants to give him coaching authority.
