Ahead of the 75th FIFA Congress, CONMEBOL confirmed it has recovered over $130 million tied to the FIFA Gate corruption scandal and announced that 100% of the funds are being reinvested in football and social development. One major initiative is the SUMA Complex in Luque, Paraguay, aimed at providing holistic education and athletic training for children and teenagers.

This facility, soon to be replicated across all 10 South American member nations, combines academics, sport, and health services under the “Fútbol 360°” program. The approach links learning with physical activity and emotional development, supported by experts in neuroscience, psychology, and youth coaching. Additionally, fines from racist and violent incidents are redirected to support SUMA’s inclusive mission.

CONMEBOL president Alejandro Domínguez described the effort as “justice beyond justice,” emphasizing football’s transformative power. “What we’re doing in Luque, we will do across the continent,” he said.

In parallel, CONMEBOL unveiled a new tower at the Gran Bourbon Hotel in Asunción, funded with $8 million from the recovered money. The expansion strengthens Paraguay’s position as a hub for major international events and generated over 2,000 jobs during construction. The facility is already operational and ready to host global football figures in the coming days.
